An incident is anything the vendor posted with an impact (minor, major or critical); planned maintenance is left out. "Hours with an open incident" runs from the first post to "resolved", so a long minor slowdown counts as much as a short outage: read it as how often something was wrong, not as downtime. Products that share a status page (OpenAI, Anthropic, GitHub) are counted only for incidents that list their own components.
