Review every pull request with Claude Code in GitHub Actions

A GitHub Actions workflow runs Claude Code whenever a pull request is opened or updated. Claude leaves inline comments on the problems it finds, and anyone can also call it from a comment with @claude.

The problem

Pull requests wait in the queue for a human reviewer, and small issues slip through. A review that runs on every PR catches problems early and leaves people to judge design and intent.

Steps

  1. Install the GitHub CLI and run gh auth login. You need admin access to the repository.
  2. Open claude in the repository and run /install-github-app. It installs the Claude GitHub App and saves ANTHROPIC_API_KEY or CLAUDE_CODE_OAUTH_TOKEN as a repository secret.
  3. Choose the review workflow when asked, then merge the pull request that setup opens.
  4. If you set it up by hand, add a workflow that triggers on pull_request events and runs anthropics/claude-code-action@v1 with the code-review plugin.
  5. Put your review criteria and code style rules in CLAUDE.md at the repository root.
  6. Set --max-turns in claude_args and a workflow timeout to keep costs down.

From the official docs

plugin_marketplaces: "https://github.com/anthropics/claude-code.git"
plugins: "code-review@claude-code-plugins"
prompt: "/code-review:code-review --comment ${{ github.repository }}/pull/${{ github.event.pull_request.number }}"
claude_args: '--allowedTools "mcp__github_inline_comment__create_inline_comment"'

Results

  • Claude leaves an inline comment on each issue it finds, or a single summary comment when it finds nothing.
  • It skips draft and closed PRs, trivial or automated ones, and PRs it has already commented on.
  • People can mention @claude in issues or PR comments to ask it to implement or fix something.

As reported by the source (Claude Code docs); AgentGid did not measure these figures.

Takeaway. A single workflow file adds an automatic first-pass review to every pull request.
AgentGid's take

This suits a small team on GitHub where someone has repo admin rights and an Anthropic API key or Claude plan. Setup is quick, but per-PR cost depends on usage, and the Free plan doesn't include Claude Code, so set --max-turns and a timeout from day one. For a free-to-start option, OpenCode (Free + $10/mo) is open source.
